If they needed to be inflated prior to starting the engine , then why didn't Prevost include a pre air inflate ?

Al, the belt tensioner bags should hold air. If they're not there's a pressure regulator mounted behind the engine start panel in the engine compartment. The maintenance manual recommends rebuilding the regulator every two years. Few do this. If you choose not to then the usual operator behavior is to let the engine idle until you see 60 psi on the dash gauges, at which point the tensioners should be inflated and you can then press the fast idle button. They are part of the accessory system so pressurizing your accessory tank should inflate the tensioner.

Remember your air hose color coding:
Red: Secondary
Green: Primary and Delivery
Yellow: Parking Brake
Blue: Suspension
Black: Accessory
Brown: Trailer Brake
